One of limitless possibilities
for alternative structures of Democracy:

Groups of 10 people meet,
and come to some consensus.

They then choose a delegate from amongst the 10,
who is sent to a higher circle of another 10 delegates.

This process repeats
until a final circle is reached,
at which point a decision is ratified.
