Terry, this sounds like a fine but complicated proposal, one which I would like to see a diagram of parts if possible. The lay public would have a hard time sorting it out and might resort back to their old ways of judicial, legislative and voting practices. We are in a mell-of-a-hess right now and should be looking for answers.
There are aspects of the reform that are being taken up with hundreds of implementations around the world in recent years, though I am setting out a much grander comprehensive vision that won't be achieved for decades (I used to refer to this as my 200-year project, but now as my 50-year project). Releasing this on Substack is hopefully moving towards getting an official publisher, as it doesn't exist as a "real book" yet.
